The events of September 11, 2001 were a wake-up call for the entire world. In order to respond to the ever increasing threat of nuclear terrorism, the first global Nuclear Security Summit was held in Washington D.C., the capital of the United States (U.S.)in April 2010. The then Chinese President Hu Jintao and U.S. President Barack Obama agreed that the two countries would join hands to establish a Nuclear Security Center of Excellence (COE) in China, in order to bring improvement in the nuclear security capability of China and the countries in the Asia-Pacific region.
