The COE is located in the Changyang Technology Park of Fangshan District, Beijing City, about 35km away from the city center of Beijing, with 27,500m2 gross building area (GFA) and 53,300m2 actual construction land. The major constructions include: the Comprehensive Training Building, Analytical Lab, Environmental Testing Lab, Nuclear Material Accounting and Physical Protection Mock Facility, Response Force Training and Exercise Facility, as well as the Physical Protection Testing Field.

The COE is outfitted with advanced equipmentfor nuclear material analysis, nuclear equipment testing, response force training and exercise, as well as the multifunctional facilities and supporting equipment for instruction and international exchange. The COE’s primary functions are to support Chinese domestic nuclear security training; facilitate international exchange and cooperation, education and training, testing and certification; as well as advanced technical demonstration in the areas of nuclear security, nuclear material control and accounting, and nuclear export and import control.
